A factual breakdown of how CCs are governed, what facilities they hold, and how the grassroots volunteer structure operates under People's Association across all 89 constituencies.

A reference archive on the network of Community Clubs managed by People's Association — covering resident circles, language courses, civic dialogues, and active ageing arrangements across all 89 constituencies.
What Is Covered
Each CC hosts a Residents' Committee that addresses estate-level concerns — from playground upkeep to block-level disputes. Meeting schedules vary by constituency but are typically monthly.
Calligraphy, line dancing, pottery, coding for seniors, and dozens of other activities run throughout the week. Most are open to any Singapore resident within the catchment zone.
Mandarin, Malay, Tamil, Japanese, and conversational English are regularly offered at subsidised rates. Attendance is open to residents regardless of ethnicity or age group.
Many CCs co-locate Active Ageing Centres (AAC) that provide health screenings, befriender visits, and daily congregational activities for seniors living independently nearby.
YECs organise festive celebrations, inter-estate competitions, and volunteer initiatives. Membership is voluntary and open to residents aged 16–35 in the constituency.
Most CCs maintain a multi-purpose hall, a badminton or basketball court, and dedicated studio spaces for dance or music. Booking is managed through ActiveSG or directly at the CC counter.
Background
People's Association (PA) is the statutory board that oversees more than 89 Community Clubs and Centres across Singapore. Established in 1960, PA operates through a network of grassroots organisations that remain the primary channel for neighbourhood engagement at the estate level.
Each CC is anchored to a single electoral constituency and managed by a Community Club Management Committee (CCMC). The CCMC determines which activities run, how facilities are allocated, and which external partners can use the premises.
Funding comes from a mix of government grants, PA's own budget allocation, and nominal fees collected from class enrolments. Most activities are deliberately priced below market rate to ensure access for lower-income households.
