Singapore's ageing demographic is the present reality of most HDB towns. By 2030, one in four residents will be aged 65 or older. Community Centres sit at the front of the government's response: they are the physical spaces through which the bulk of active ageing infrastructure is delivered.
The SCEC Network
Senior Citizens Executive Committees (SCECs) are the longest-running channel for senior engagement within People's Association. PA describes the SCEC network as the largest seniors organisation in Singapore. Each CC typically hosts one SCEC with multiple interest groups formed around shared activities.
Popular recurring SCEC activities include:
- Tai chi and qigong sessions (most CCs, weekday mornings)
- Dialect and Mandarin singing circles
- Chinese ink painting and calligraphy
- Cantonese and Teochew opera groups
- Gardening and horticulture clubs
- Line dancing and social dance groups
The Live Well, Age Well Framework
Launched jointly by PA and the Health Promotion Board, Live Well, Age Well is a wellness curriculum for adults aged 50 and above covering six domains: Live Active, Live Enriched, Live Nourished, Live Assured, Live Happy, and Live Prepared.
Active Ageing Centres (AACs)
Embedded within CCs, AACs are funded through the Ministry of Social and Family Development and managed by appointed social service agencies. Where an SCEC is volunteer-run, an AAC is professionally staffed and case-managed, oriented toward seniors at risk of isolation or early functional decline.
The AAC model places trained staff inside the CC premises, creating a point of contact that residents can visit without the stigma attached to formal social service offices.
Fitness Adapted for Seniors
CCs run fitness classes adapted for older bodies. Zumba Gold appears in the weekly schedule of most CCs, typically twice a week in morning slots. Yoga for Seniors uses modified asanas allowing participants to work seated or with wall support. Aqua aerobics is available at CCs with pools, including Jurong West, Hougang, and Clementi.
How Seniors Register
Most SCEC interest groups accept members directly at the CC without online registration. Live Well, Age Well modules can be booked on OnePA.gov.sg under the Active Ageing filter. AAC referrals often come through GPs, polyclinics, and hospital discharge coordinators, though walk-in enquiries at CC counters are accepted.
